Xbox 360 unable to download games I have purchased

I am trying to download a couple of Spider-Man games I purchased digitally on my xbox 360 in 2013. I have the order numbers and have confirmed they show up under my billings page. However, they don't show up under my games or under the store on the 360. I am not trying to play these on an xbox one/ series X/S. I am simply trying to play these on a replacement xbox 360 I am setting up due to my previous one dying.

they are two different types of 360's so I cannot transfer the data over easily. I don't want to have to buy a proprietary piece of hardware to transfer this data since I will never use it again. All I want to do is download these games onto the new xbox 360.

How do I get access to the games I have paid for?

I want to know pls if it is possible if i can reinstall advanced warfare installation packs without the disks i got everything i need like the 6 packs but it doesn't want to download the 2 installation packages from my storage because it doesn't show on my download history exspert the other 6 packs... Pls i am really desperate of help if been struggling with this a while pls let me know.

All Spider-man games by Activision have been delisted when they lost the license. You have to redownload them from your purchase history

No, that's not what I meant. My wording is vague however.

I meant that downloading in general is possible on my 360, but not on my One. The game I tried downloading on my One was the new Battlefront, on the 360 it was whatever the free game is currently, the name escapes me. I was unable to download the new Battlefront,
but my 360 had no problems downloading its game. Nonetheless, it's not a matter of backwards compatibility. I literally am unable to purchase anything at all, not a single thing, on the Xbox One marketplace, 360 game or otherwise.

My Xbox one account is currently linked with a credit card, but I'm still unable to purchase a backwards compatible game from the store on Xbox one. (Or any of them at all currently) The game in question is Soul Calibur 2 HD, and when attempting to purchase
