Xbox 360 error code: 800700E8

This morning I tried to download a game from the xbox store, but I couldn't be able to do it because of this error code. In the xbox twitter account they wrote that the problem has been solved, but I still can't download the game.

Can we please get some kind of Eta..... I spent fifty dollars on xbox cards and i can not return them.... So now i have fifty dollars worth of nothing... Please inform me on how i can get my money back..... Should't merchants and vendors be notified that
they are selling a bogus product?... Im sure there are some kind of law against this type of practice.....
