Getting error when trying to renew XBOX Live on XBOX One on console and laptop; verified payment info is correct and still error

The error code I'm getting on my console is:

Are you trying to redeem a code, or are you trying to purchase gold on our website? If you are trying to redeem from a token code, I recommend going over the following:

• Try redeeming the code on your Xbox console.
• Try redeeming the code on our Code Redemption page.
  
• Check account.xbox.com and verify that your billing information is up to date and that there are no outstanding charges on the account.
  
• Verify that the code you are using was purchased in the region your account is set to.

Still says oops you found a glitch in our system.

I have put a new card on my account and it still wont work.

I have tried on the comsole as well and it says I can't use that card and I don't know why. I have excellent credit and a total of 50.00 on my credit card.
