Xbox 360 downloads borked, i've tried just about everything

Hi all,

i'm trying to download a few games from xbox live however i've come into a bit of an issue. the downloads fail at around 44%, jump from 0% to 44% a few times and then just straight up stop with a message saying "Can not download [GAME]". this has been happening
with multiple games such as saints row 1, saints row 2 and too human. A few things i've tried in order to remedy the situation include:

clearing cache multiple times, deleting marketplace cache, formatting the hard drive, doing a licence transfer, rolling back system updates, deleting incomplete downloads, switching to and from wired and wireless connections.

all of this and it still doesn't work. the only other thing i'm yet to try is use an alternate storage source such as a external drive (mainly because i want to be 100% sure with my purchase before i drop an obscene amount of money on one) however the consoles
hard drive seems somewhat unlikely due to the fact that i can install games from disc just fine. An interesting thing i've found is that the connection settings reports an xbox live "Service Alert" despite the xbox website mentioning no such server outage.
i'm starting to think that this might be this issue but i've not yet seen evidence of anyone else experiencing these same issues recently.

frankly, i'm really annoyed. i have no idea what's going on, i've done nearly everything within my power to attempt to get downloads to function properly and yet it's still broken? what else can i do? do i just have to wait it out in hopes that xbox live
decides to work? is there one other troubleshooting method i've accidentally overlooked?

Hey sorry you have to hear this now But, this issue won't get investigated by staff as the 360 is not supported anymore. You'd be better off hiring someone from fiverr or look something up on YouTube.

I'm a little confused. Are you using an Xbox 360 or Xbox One? In your troubleshooting you've mentioned doing things that aren't possible and haven't mentioned the normal steps one would take to resolve the problem. Things like power cycling your console
and network connections, removing your profile and putting it back on, factory reset would be the normal steps. You can't roll back updates or transfer licenses for example. So I'm a little confused. Can you please clarify?

sorry for any confusion. using an xbox 360. i have done many many power cycles and have removed and re-added my account to no avail. it is also possible to transfer licences as shown in the image below. still doesn't work.
