May I know if you're using a third party software to use your Xbox 360 controller?
For example Xinput or similar
If not, and in order to isolate a bit more the issue.

Can you try connecting the controller to a different PC and test how it goes?

In the meantime do this :
Open Task manager > select the startup tab > disable all the programs listed there temporarily
Restart your PC and try again

I agree with the OP about the quality of the DPad. It is probably the worst thing to happen to the controller next to the shoulder buttons. I hope they either allow for backwards comparability for xbox 360 controllers, make 360 controllers with xbox one
internal components, or my preference rework the dpad and shoulder buttons on the xbox one controller and rerelease it in the near future.
