This will be the only option in resetting the family passcode. The steps using the controller is crucial make sure to follow the steps accordingly.

1. Sign in to your Microsoft account and go to the Devices tab. - https://account.microsoft.com/devices

2. Locate your registered Xbox 360 console and select Show Details.

3. Select Manage, select Reset passcode, and then follow the instructions to reset your pass code.

Are you still experiencing this issue? Have you done a hard reset on your Xbox 360 console, as well as restarting your router or modem by unplugging the power cable for 15-20 seconds, and plugging it back in? There's an additional

Best thing to do would be to do factory reset. That'll make the console like new and you would just sign into your account. - http://support.xbox.com/en-US/xbox-one/console/reset-console-to-factory-defaults

If your Xbox account doesn't match your physical location, you will have issues purchasing any region locked content. That will mostly be 360 content.
