Except that the 360 games on Xbox One are just that; 360 games. They are backward compatible games from the 360. Rex, have your son check his purchase history:

If it shows up in his purchase history, he can choose to download it from the history. If it does not, make sure that he used his account and not a different account to redeem the code.

Have you been able to verify that the content was purchased on your account and not on a different Gamertag on your Xbox 360? It's possible it was purchased on a different account but the license was shared on the Xbox 360. You can check your download history
with this steps on
this page.

Unfortunately, Microsoft removed the web site that shows Xbox 360 purchase history. While the link that Puppy Fujo provided is somewhat functional, it doesn't provide many of the features the old site provided, like the ability to filter and sort for specific
items. It also has a HUGE problem in that it doesn't provide any history for things purchased with Microsoft Points (downloads prior to 2013). I wish Microsoft would reconsider and provide a proper way to view ALL of the digital content I own. But, I've been
fighting for this for months, and it falls on deaf ears.

Hi try a different browser too if the one you're using now is still giving you that error
