    Hi, I had the same error. I called the support and they said my account was pretty old, more than 15 yrs, and that account type doesn't support live. I was advised to contact microsoft store support, ask the money back and buy the membership directly through
    the console. Obviously the guy who talked to me create a protocol number to send to microsoft store. I hope it help.

    Looks like you're trying to redeem on your phone, can you try redeeming on your console or from a PC to see if there's any change? Let us know :)
