Have you checked your safety settings it probably won't download cause it is a m-rated game.

I'm having the same problem. Tried to buy on demand game on my console and on the website. Both won't allow it.

Most content on LIVE is under a region lock and in that case your physical region and your account region must match. If they don't then you wont be able to make the purchase.

If you live in a region that is not officially supported by LIVE then all you can do is wait and hope that it becomes available.

Gold membership is region free if bought as a redeemable code.

Same problem as DarkSiders29. I think this is abuse from microsoft.
