As was stated previously, Sega, the publisher of the game you want, must offer the game for sale in your region. Microsoft can request it, but if Sega has reasons (legal or otherwise) to not sell the game in your region, there's nothing more they can do.

Dang. Did you try uninstalling and reinstalling the xbox app like XBF George L suggested?
