Thanks for coming back to the post. Have you tried out the troubleshooting provided to you by Crystal? She lists some crucial steps you should try out. I would like to point out a specific section of the "Recording
problems with Game DVR." -

A clip is shorter than expected

Under most circumstances, Game DVR allows the creation of clips up to 5 minutes in length. At times, you may find that your clip is shorter than anticipated. There are a few different reasons why this may happen:

• Time spent outside the game is removed from the clip. For example, if you back out of the game to the
  Home screen while recording, the time at the Home screen will not make it into the clip.
  
• Publishers may disable the recording of certain game segments for several reasons that may include, but are not limited to:
  • Potential game spoilers.
  • Views of a player or players in the game seen through their Kinect.
• Game DVR records clips at 720p, 30 frames per second. For most games, this resolution will allow a clip of approximately 5 minutes. Clips with significant graphic intensity or action may be shorter, as duration is sacrificed to maintain a high-quality recording.

Thanks for reaching out here in Xbox Forums. I'm sorry to hear about the issues with recording game captures on the Xbox One X. I recommend try the following troubleshooting article for more information:

Recording problems with Game DVR.

If the issue persists,

• try doing a power cycle
  (Disconnect and reconnect your console's power cable)
• try doing a
  soft factory reset of the console,
  Reset and keep games and apps to help reset the operating system. (Please note before doing this troubleshooting step, make sure to know your email and passwords for your Xbox profiles.)

Try this out and let us know the results.

That does sound more of a bug. Are you in the preview program if so i would also eport that has a bug. Also if your on PC then there could be setting issue such has a not compatable graphics card https://support.xbox.com/en-GB/xbox-on-windows/system-requirements/pc-hardware-requirements-for-game-dvr

I have been having the same issue but on my PC. I'll be playing Sea of Thieves and want to record an epic moment, but it only records for that 4-10 seconds you mentioned, even though I have it set to record for 30 seconds. I set it to a different length
and recorded a clip then set it back and it worked for a time, but the issue is back for me. Maybe try this and see if it fixes it permanently for you.
