XB1S not unlocking achievements or tracking progress

Greetings,

My XB1S is not unlocking achievements nor tracking progress towards them. I've tried all the official recommendations I could find in the forums and from Chat Support, including performing a full factory reset.

The exception is that if I perform a partial factory reset, and I immediately sign in, play a game, and complete an achievement - it will unlock. But, then any following achievements will not unlock. In other words, I can only unlock one achievement per factory
reset. As can be imagined this is very tedious, and very hard to time properly in most games.

Removing my profile, power-cycling, and adding profile does fix not the problem at all.

Chat Support has suggested that this is a problem syncing my profile between my console an Xbox Live.

What are my options for fixing this problem?

After connecting the XB1S directly to the modem, I was able to unlock achievements. After I moved it back behind the firewall, achievements would no longer unlock. At first I though that my firewall was blocking a port. But, I didn't see anything in the
firewall's logs to suggest that.

I decided to monitor the DNS lookups of the XB1S and there was a host lookup that was being blackholed: settings-win.data.microsoft.com

It seems an anti-ad feature of my DNS server categorized that host as mischievous. I whitelisted it, and I was immediately able to unlock achievements.

To narrow this down more, do you have a different profile you can try unlocking an achievement from? Also, is there any possibility of hardwiring your Xbox One directly into your modem for a short period to see if there's any change with unlocking achievements.
It's odd that you're able to unlock the first achievement after a factory reset, but hoping we can get to the bottom of this.

My XB1S has a wired connection to a Cisco 3550G switch. The firewall is a commercial-grade OpenBSD-based system, and provides "Open" NAT to the XB1S. Internet provider is Comcast Business with a 50/10Mbps link with static IPs. The network hardware and service
provider haven't changed in years.

I didn't always have this problem, achievements used to unlock immediately. I encountered it about a month ago, though prior to that I hadn't actually played any games for about two months. I did switch from the original XB1 to the XB1S in August.

The two games that I've been using to test this problem are Lego Jurassic Park and Skyrim, since it is pretty easy to get to a game event which should unlock an achievement.
