Yes, you have to pay to gift games.

You will have to pay for the digital version as well otherwise people would buy the disc unlock the digital sell the game and make out like a bandit.

Some of us never trade games or sell them. All my games on X1 are Digital and is prefer to pay the exact same price as the retail disc version if possible.

You've purchased the disc version but not the digital version. You'd have to pay for the digital version in order to download it from the marketplace.
