Even if your account's age is correct it is still a child account. For you to be able to lift the restrictions on your account you must have an adult account in your family group to grant an exception to your account's content limits. That's strange indeed as if your network connection may possibly be blocking the websites.

Try to use a different network connection/Internet Service Provider as part of our troubleshooting steps.

You may try to access your account on your friend's home network on Xbox.com and account.xbox.com.

Yes, that is accurate. It seems I am able to log on to my console.

I tried with a separate microsoft account and it failed to work on the xbox site as well. I tried with both on the microsoft site and they worked fine, but I can't seem to sign in on the xbox one without it reloading and refraining from signing me in.
