Won't Let me send messages for Pass Behavior???

I need help

I tried to send my friend a message but then I says error

So I went online to find a way to solve it so I tried to message them

And it says that I've had behavior problems

And I literally just created my account

Idk what's happening I've had a account before and I had to do all this stuff bc it asked when I signed in but

It's not saying that now

I PLSSS NEED HELP

I've done absolutely nothing and it says I'd had a behavior pass

Won't let me send messages

I was playing gta v online and I destroyed a guy and his friends in a death match, they sent a party invite in which I accepted and they just started cussing at me and stuff, I don't have a mic so I messaged him
[Mod Removed] to the guy who invited me, so they all reported me (9 of them) over and over again. I later that week got communication banned for 2 weeks, I was wrongly reported, than after the 2 weeks it still says that I can't send messages
because of my passed behavior, please fix this as I still want to send messages to my friends.

Xbox Support can't do anything involving anything that takes away privileges like that. Xbox Support tells you to post on the forums because that is all you can do. So many people are having this issue.
