Won’t let me change my Xbox profile picture...

When ever i go to change my xbox profile picture it says error try again later i left it three weeks and it is still the same can somebody help?

Hola, yo cabo de de hacerlo.

quizas sea tu conexión a la red, ya lo hice en varias cuentas, o quizás sea que la foto que quieras subir no tenga la suficiente resolución para que la acepte, puedes intentar con otra imagen.

Thats the point it wont work across all platforms laptop, moblie etc

It says it wont upload and to try again later but i waited a couple days to try again, i signed out of my account on mobile/the xbox app but it still wont let me
