Won't download games at all!

The Xbox, account, and game must all be from the same region or you will be unable to download the game. If all of this doesn't match, you won't be able to download the game.

Have you tried pausing the install?

Sometimes older games won't download because Xbox is always changing. When this happens they don't get the updated versions for the games which sometimes causes them not to download. This is assuming, of course, that your download is failing at 0% and doesn't
download at all.
