Wont boot past loading screen

So I was enjoying myself playing Black Ops 3, and there was a power surge at my house. I booted up my Xbox One after the surge, and it goes through the green loading screen, then after a minute or two it goes to a black screen. Nothing can be done
in the black screen. I can hold the power button on my controller, and it'll bring up the screen asking if I want to shut off my console, and that is all it will do. I have talked on chat with 2 different people and I have done everything they have said to
try. I am about to go to second to last case scenario of factory resetting. worse case is I have to send it in and I really dont want to do that. What do I do next?

Try doing a hard reset on the console. Hold the power button down on the console for 10 seconds or until it powers completely down. Once down let it set for a couple of minutes then power it back on. Let us know how it goes after that.
