windows phone buying apps but needing to accept the terms and conditions

hi there im wondering if you guys could help me figure out how to acccept the terms and conditions so i can install apps to my windows phone when i go to windowsphone.com and go to family it says beside my name that terms and conditions were not accepted
and that i have to come to xbox.com to follow the instructions on how to accept the terms and conditions i scrolled to the bottom of the page and i clicked on the terms and conditions but there is no option to accept i do not know what to do all i want to
do is download xbox 360 smartglass which is age rating 3+ for goodnes sake.

Xbox store terms and conditions

I'm having trouble updating and downloading apps on my windows phone, it keeps saying sign into your xbox account to accept the conditions. But everytime I try to sign into xbox.com I can't find where the terms and conditions are

parent email id

i don't have a parental id and i keep being asked for parental id to accept terms and conditions, due to which i can't download anything on my windows 7 phone ,please help!!!

also i dont really understand why it is making me accept more terms and conditions when im pretty sure when i was setting up all of my phone it made me accept the terms and conditions anyway.

If you're having issues with accepting the Windows Phone Store Terms of Use, you'll need to sign in at WindowsPhone.com with the parent account that manages My Family, and accept the Terms there.

For this feature, you must accept the Terms and Conditions for the wireless internet on another device such as a laptop, tablet, or a cell phone, and then set the alternate MAC address on the Xbox One to the MAC Address of the device that accepted the terms
and conditions. At that point, you can connect on the Xbox One.
