Thank you for posting on the Xbox forums.

Unfortunately the files for games downloaded from the Windows Store are locked from configuration, therefore the files are not accessible. If I'm not mistaken, all UWP app's file are locked for security reasons so you won't be able to add a language pack
to a game that doesn't have your language available.

Most of the time, the game's developers will code their game in different languages dependent on where the game is sold and available. Games from the Windows Store will use the language that you have set in your Windows settings. If the language you are
seeking is not available, then you will have to play the game in the language available to you in your region.
