Windows 11 Game Mode off still locking Windows Key

The games were working fine on windows 10. When I got windows 11 I had to pay for a new key to get the watermark off and I don't want to have to pay for another one for downgrading if I just will be upgrading again later on. Also when I go to downgrade it say downgrade to windows 7.

Is there an option for Windowed mode? I haven't played those specific games to test, but some games have Full Screen and Windowed mode, which can run in conjunction. A Full Screen + Windowed mode would exhibit the symptoms you're describing, which is
