I tried with Fallout 4 and GTA V - both same result. Im getting used to it its been a month or so now. I just take screenshots and clips in advance and the day after im able to share them. Should not be that way but hey, what else can i do for now. Im sure
you guys will find a way to fix this problem one day or another. Thanks for your support once again.

P.S Is it possible that some PC content need to be humanly verified by microsoft before being shared ??

You're right about that. Xbox checks uploaded content for violations of the
Xbox Live Code of Conduct. There may be a delay before your clip or screenshot is visible to anyone else.

Meanwhile, we suggest sharing your captures on other social networks or by email. Here are the steps:

From the Xbox app, select Open folder under the clip you want to share, and it will open File Explorer where that video is saved.

Use the website or app for the social media network to share the clip or screenshot.

You can upload custom gameclips via the windows 10 app. Put the gameclip you want to share to xbox live in the captures folder on your PC and it will allow you to select it and share it via the app

Based from the details you've provided, this may be due to corrupted Xbox app installation files. This can be resolved by uninstalling and reinstalling the Xbox app. May we know if you've tried uninstalling and reinstalling the app?

I have also tried this and it doesn't seem to make something click yet, I'm not sure if it is system or not, but I can't see through the problem just yet.

Let's uninstall and reinstall the Xbox app. Here are the steps:

Click Start > All apps > Windows PowerShell.
Right-click Windows PowerShell, click More >
Run as Administrator.
In the Windows PowerShell window, copy and paste the following command: Get-AppxPackage *xboxapp* | Remove-AppxPackage
Press Enter.
Restart your device so that the changes can take effect.
Click this
link and download the Xbox app.

After uninstalling and reinstalling the app, sign in using a different Microsoft account and check if it works.

I followed the instructions as closely as possible (I ran into a problem at step 5. Under Use another account, select Sign in with a different Microsoft account. It automatically recognized me if that causes an issue) I still have the same
results as of now. I haven't tried re-uploading the video again after everything to see if that worked yet. Another possible solution??

So I checked all of the links, and the only one that worked (or at least shed some light on something) was the troubleshooter. After learning that I'm not up to date with the Xbox, I tried to update it manually, and ran the troubleshooter to find this.

I don't know if this has something to do with it or not, but this happened to pop up when I ran the scan. Anything you can pull from this?
