Windows 10 Version Runs Way Too Fast

What is wrong with the Windows 10 version running at a supersonic speed? It does the same as the Windows 10 version for the Xbox as well. The Xbox One version is okay. The Windows 10 version for the PC and the Xbox is too fast. My
character moves too fast and when I place blocks they place down too fast and I get a cluster of blocks piling up all over the place in a random way and when I dig I dig too fast and too far down. How can anyone play the game like this? I turned down my sensitivity
and that never helped. This also happens in Survival as well as Creative. I thought maybe my character in Creative was hovering but he's on the ground. I move my left stick slightly and he shoot forwards about 50 mph. When I'm trying to build I have to keep
removing the blocks that are in the wrong place and trying again and the tedious bug has got so much the Windows 10 version can't be played anymore. It never used to be like this.

Ages ago I got this problem with the Java Edition in Creative and then I found a way to sort it out apart from I had to do the same thing every time I loaded it. For some reason when I used the bed to skip a night the Java Edition
was running back to normal. The bed thing doesn't sort out the Windows 10 version.

NeoGeo Games for Windows 10

I've downloaded all of the NEOGEO games available on Windows 10, and they're all unplayable on my gaming laptop. When I try to play them, they run way too fast, and I can barely even navigate the menus properly. Has anyone else run into this issue? Is
there a way to resolve this? Specific settings that I am missing/overlooking?

Any help that you can provide would be greatly appreciated.
