Windows 10 app freezes when trying to stream

I've been using the Windows 10 app since July and it's been great. I use it to stream (using OBS to capture the monitor) as a cheap alternative to buying an elgato. Today I went to stream and I discovered that the whole thing would freeze when I clicked
on the 'stream' button. The 'connected to xbox' message would come up, then go to a greyed out screen of the Win10 Xbox app. Weirdly, the sound plays fine, but I cannot get video and the whole app becomes unresponsive. My Surface 3 works just fine for streaming,
but my main PC just won't work.

I've tried a number of things including

-Fully powering both Xbox and PC off and on again

-Signing out and in of both Xbox and PC

-Checking for updates and drivers on PC

-Uninstalling and reinstalling the Xbox app (both official and beta)

I believe it may be an NVidia driver issue, but I've tried reinstalling it and it doesn't fix it.

Lag streaming using built in video player

When I stream from my Windows 8.1 computer the video lags and only plays for about 10 seconds then freezes in a never ending cycle. Thinking it's something related with Windows 8.1 but since I'm using the app from the xbox hoping it's just something simple

What happens when you try to record the screen?

Are you playing on PC, or streaming your xbox gameplay to the Xbox app on windows 10 PC.

Not without the use of third party hardware/software. I'm not sure if you have an XB1 if you could play the 360 through the HDMI pass-through and stream that - might be worth a try? But it'd be really laggy.
