Win 10 Xbox App 0x89231806 network setting blocking party chat

Im trying to use the Xbox app on Windows 10 for the first time and after much pain Im still getting this error network setting blocking party chat 0x89231806. I belive that my NAT is open. Is that what "cone" means? The teredo settings show this below. I
chatted with the xbox support people and this person told me that I need an xbox live subscription to connect to party chat from the windows 10 xbox app but this error should have nothing to do with that (even if is true or not). When I invite my friend it
says its not allowing him to fully connect, it allows a connection for about 3 seconds then it kicks him from my party due to what ever is wrong on my end. When he invites me, it shows me as disconnected.

xbox one app on windows 10 not working

xbox one app network settings are blocking party chat(0x89231806)

Is there any fix to this yet?

 

PARTY CHAT ERROR 0x89231806 PLEASE HELP

when i join a party from my xbox app on my pc i get this error message saying " your network settings are blocking party chat" (0x89231806)

 

Having the same issue and error code.

My NAT is open, Teredo is obtained.

I have changed a handful of network settings so everything should be perfect now.

I have read 7 different webpages that had plenty of info to work with and still have this issue.

This is really really bugging me and I'd really love some help at this point please.

 

I havent used Xbox in years so I dont have friends to test this out but.... I just got Gears of War 4 and I can connect to multiplayer games (which are all players that use the PC version) but I cant party with a friend that uses an Xbox One to do campaign/horde
which are cross play compatible so I dont know if its a cross play issue.

 

So far Ive spoken to atleast 20 support techs for Windows and Xbox. Most of which try to transfer me to the other. None have been able to help me. Most dont even try to remote into my PC or want to look at my gateway settings.
