The OP didn't specify and I am currently searching for a way to confirm what they purchased, but since they mention a cable it is most likely the Charge and Play Kit (Buy Xbox One Play and Charge Kit - Microsoft Store) which has been rebranded as the Xbox Rechargeable Battery + USB-C Cable (Xbox Rechargeable Battery + USB-C® Cable | Xbox)

To resolve this issue, determine the faulty component and then replace that component:

The Xbox One Wireless Controller
