I bought an xbox card in the UK and one in France, but i am unable to use both of the cards together to make a single purchase, is there anyway to fix this?

And even to setup as one you would.need billions to comply with the regulations

I moved back in France but I bought and registered my xbox in UK.

I'm always using ethernet cord.

I will, but I'm convinced it's to do with it being a Dutch Xbox and the French WIFI restrictions here. He used to have a 360 and I bought him two brand new UK controllers because they're far cheaper in the UK than they are in France, and I couldn't get
them to work either.

Diferenct currency then your xbox one setting ?

For example your account region is France but you have a UK or us account to gain access to us or UK English content on your xbox one

Where your xbox one is console region dependent the xbox 360 region cannot be changed on the fly

So if your promotional account balance is in France or Euro you wouldn't be able to use it until you change the console settings on your xbox one

Or you are using an Canadian xbox live account but you use the us setting on xbox one the same thing applies

Currency is region specific.
