Will permanent action be taken against a serial harasser?

For the past couple of years, I have been harassed by someone I met on a 360 game. He found out what town I lived and showed up, sending me a picture of a local attraction saying we should meet up, I just brushed it off. A couple of months later, he showed up again but thankfully I had moved away from the area which I told him, but didn't tell him where. He was constantly joining my parties but not saying anything, I ended up blocking him after asking him to leave me alone and him becoming toxic. I reported him for harassment at the time. Since then, if we're on the same game, he cannot communicate with me due to him being blocked and permanently muted but he'd team kill me (that's what he's known for on black ops 1 - team killing). 2 days ago, my fiancé got called twice from a no caller ID, radio silence. Yesterday, he got called over 20 times, after eventually snapping and demanding who was calling, the guy spoke and said he was someone else looking for my gamer tag, which he said wrong number. I asked the guy who he said he was and he denied it which I already knew to be the case as I knew who it would be. The whole lobby called out the harasser and when I came off, he called again except I answered this time, confirmed who it was and told him I'd gotten police involved. Like I said, the police are now involved but this guy ruins the game for everyone, no one likes playing with him and he has done this to multiple other girls and nothing is getting done about him. Please can xbox ban him as multiple people are getting tormented by this guy and he's getting away with it.

That would be enitrely up to the enforcement team so no one here could tell you if he will be banned or not.

Just know that logging in to accounts that you do not own is against the TOS and can lead to permanent enforcement action being taken against the accounts and/or console. Accounts cannot be sold or traded to another person. Using someone's account to access content that you did not purchase is also against the TOS and can lead to permanent enforcement actions being taken against the console and/or accounts involved. So basically, what you are doing can get your account and console banned permanently.

If you feel harassed in any way file a complaint against the person who harassed you. Also block them, mute and avoid to prevent any future issues with the said person. The complaint will be reviewed by a team and action will be taken against them if appropriate.

No this is not permanent you will be allowed to join the program twelve months after the expiry of any enforcement actions taken against you.

If they have taken action against you more then one time for this kind of issue or the issue was big enough it could result in a permanant ban.
