*The warranty period for the E74 error is three years from the original purchase date of the console. If your console is not covered by the three-year warranty period, you can still get your console repaired for a fee.

Microsoft Complete covers your Xbox One console, plus included controller, against accidents and mechanical or electrical breakdowns for up to three years. For covered controller and console, you get up to two replacements of a standard controller or one
replacement of an Elite Controller, and one replacement of the console – no deductible required.

I would suggest sending it to Microsoft, they are the best for repairs, my advice is to get an extension on your warranty as if the new console breaks, then the new warranty will cover it for you.

Thank you for posting on the Xbox forums. We understand that your Xbox One controllers are not responding after a few minutes, and they are maintaining a connection to the console when the console is off. The controllers may need to be updated. We recommend
plugging the controllers in with a USB cord and
checking for any updates. You can also check if your
console needs an update. Is your console enrolled in the Xbox Insider Program? Be sure to let us know the results!

A common cause of that is the bootanim.dat file being missing from the internal drive, which is basically a video file that plays as the console is booting up.

Have you recently made any changes to your console, such as doing an offline update, or replacing the internal hard drive? Are you in the insider program and if so, did this issue coincide with an update being installed on your console? Once or twice in the past, they have rolled out insider updates that break the start-up animation, then it'll get fixed in the next update.
