Why won't xbox gamertag system be much like playstation gamertag system?

Every platform has different systems for maintaining user names, and this is what Xbox uses. Why it is like this, only the designers and developers of Xbox system will know, and whether it will be changed, none of us here know.

But the gamertag that I want to change is my old gamertag. I change my old gamertag on 2 August 2020. I used that old gamertag when I create my Xbox account. At that time, the system allow me to use that gamertag. But when I want to change it back, the system don't allow me to use it. Why is this like that?

Please read my comment and you will know why, the system won't care about spacing but the same gamertag i.e. you change your gamertag and I won't be able to find it or use it to change mine to your "old".
