Why won't my Xbox let me sign in

It started with my Xbox not being able to download or update anything. I looked on these forums and found that factory resetting my Xbox while keeping my games and apps might fix it. So I did that and after it had reset i decided to sign in. It will load for a second and then stop and load again for an extended period and then will take me back to where I started. I've looked online and found 2 solutions to this problem. Resetting my Xbox which I've tried and hasn't done anything and factory resetting my Xbox which I am hesitant to do considering I've just done it. Does anyone possibly know a third fix?

Thank you for your speedy reply and to answer your questions. I hadn't tried either of the things you suggested and have now tried them and they unfortunately did not work. I am not using an insider build nor do I have a beta OS on my Xbox. I think I might bite the bullet and reset my router. It usually takes awhile to come back on which Is why I hadn't done it. However its the only thing I haven't done.

Did you tried using a completely different WiFi network to see if that helps?
For this purpose you can share mobile data via wifi hotspot and connect the console in that way

Or, may I know if you tried using a custom DNS address?
go to Settings > Network > Advanced Settings

Once you’re inside the Advanced Settings menu, go to DNS settings and select Manual from the list of available options.
When you get to the next screen, enter 8.8.8.8 in the box associated with the Primary DNS and 8.8.4.4 in the Secondary DNS box.

Once the default DNS addresses have been changed, restart your console and see if the issue has been resolved at the next console startup.

If that doesn't work use 1.1.1.1 as primary and 1.0.0.1 as secondary.

And... Are you using an insider build / beta OS in your console?

And yes please, try resetting your router if you're not able to test with a completely different WiFi network.

If the issue persist, exists the possibility that you may need to whitelist the console MAC address, for this purpose you may need to reach your internet service provider

Or if you have expertise / you can access to the router, you can do it

Also, would be great to double check if the next ports are opened in your router for all the devices connected to it:

Port 88 (UDP)
Port 3074 (UDP and TCP)
Port 53 (UDP and TCP)
Port 80 (TCP)
Port 500 (UDP)
Port 3544 (UDP)
Port 4500 (UDP)
