Why won't my downloaded games work?

Hi, I hope you're doing great out there. I am an Independent advisor and I am here to help you in regard to your concern.

We need to validate first if the game is successfully purchased on your account. Please sign in to https://account.microsoft.com/billing/orders, please locate the game order, it should be stated as "completed". Once confirmed, remove and re-add your account to re-sync the licenses.

REMOVE ACCOUNT​​​

1. Press the Xbox button to open the guide. ​​​

2. Select System > Settings > Account > Remove accounts. ​​​

3. Select the account that you want to remove, and then select Remove to confirm. ​​​

4. When you're finished, select Close. ​​​

POWERCYCLE CONSOLE​​​

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

ADD ACCOUNT​​​

​​​

1. Press the Xbox button to open the guide. ​​​

2. Select your gamerpic in the upper-left corner of the screen, move all the way down and select Add new. ​​​

3. Enter the Email address and the password.​​​

4. Read the Microsoft Service Agreement and Privacy Statement, and then select I Accept. ​​​

5. Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox console.​​​

Update: I am able to download more recent things like the Halo 4 war games pass, but older things won't always work. Why is that?

I had already removed my profile account and downloaded it again and Signed in/out still same issue. Even with no profile signed on the xbox game store tabs won't work...this is why I have come down to a factory reset. My concern would be my game saves..

Do you get any messages when it reaches 99.9% such as "Installation Stopped"? If it still says it's installing, you may need to allow some time for the installation to finalise; this can take some time on older consoles with hard drives such as the Xbox One.

If the issue persists, please power cycle your console:

Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off.

Turn your console back on by pressing the Xbox button on the console or on your controller.

And as a last resort, if nothing helps, factory reset your console:

Press the Xbox button to open the guide.
Select Profile & system > Settings > System > Console info.
Select Reset console.
Select Reset and keep my games & apps

Hi, Kyle. I've already reset my Xbox before when this happened, and it still persisted after I reset it. And yes, it does say that the installation has stopped every time. It's this specific game that this is happening to. Every other game I download works just fine.
