why won't a little to the left start on xbox windows?

it won't allow me to change my credit card out with another one and when i try to put to change it (via the little window that pops up when you start up the Xbox 360) it says the card can't be used for this (for more info is i left the Xbox with this credit
card on here for sometime,brother kept on getting on it,and when i got on it said this)

They are here on Windows 8, they are on Windows Phone 8, I see no reason why they won't be on the Xbox One.

I don't believe it's related to an Xbox account. This particular error I'm not familiar with. The Windows forum has a post on troubleshooting apps:

Usually if one store app has a problem, the other ones will (such as Photos). Hope this helps!
