Why the need for a billing address

Since the Xbox One is now region free I have a simple question. If I have a pre paid card from another Xbox supported region why does my account need a billing address just to buy things when I already have currency on my account?

New Account AMERICAN billing region not AUSTRALIAN, why?

All I need is for some one to explain the logic of region locking the billing address of a new account made in Australia to America? Why can I not find any simple way of changing my billing address and why is the billing address region locked and unchangable.

 

Credit card info?! It's a gift card

It's just the billing address... It only asks for your address, phone number etc... You don't need a credit card, but you need the billing info.

 

It's basically for verification and security. There are a lot of people who scam others and use other people's info so the billing address with a credit card shows that the info is ties to a specific account.

 

But what if you don't use a credit card for payment. Like I said if I redeem a points card when I go and buy something it then asks for a billing address. If I want to buy things from the US store with Xbox One games now being region free why should I need
a US billing address. I have a UK billing address for card payments on my UK account so why does it need a US one?

 

Even though the Xbox is region free, you still need the account region to match your location as far as purchases go. Xbox gift cards (point cards) are region locked. So they will only work in the region they are created for. So even if you made a US account,
you would have to purchase a US gift card.

 

@Smwuhes I can buy a US region points card from the UK using my UK cc and UK billing address so that isn't the issue. I would really like a Xbox team member to clear this up as I want to know 100% why a billing address is needed to make purchases if I already
have cash for that region on my account.
