    the last time I play a video games

    where I have to kill other players was in 2001 with medal of honor 1999

    then I quit because even back in 2001

    I begin to see people using hack programs to cheat

    since then it got much worse

    it's so bad I don't even try to play a pvp game

    what I don't understand is why the game's developers

    and the gaming industry just don't care

    :)

    That can be said about every program or software product. If you want to make a stand as customer just report those players you think have violated the rules or the service or report the issue at the developers' forums.

    It depends on the game and the platform in question that you are playing, not everyone has this problem.

    First off you don't say which platform you are gaming on.

    The industry does take cheating seriously and if you check out the code of conduct: https://www.xbox.com/en-gb/legal/codeofconduct

    Also it is outlined on the Enforcement website about cheating: https://enforcement.xbox.com/en-GB/home/staysafe#topic2

    The XBLET relies on fellow gamers self policing and reporting anything they believe that violates the terms of use and code of conduct. Some developers also police their game servers too and again, they need reports from gamers to be able to investigate.
    As you can understand, there are many thousands, if not millions of gamers on at any one given time and just like in ther real world, it is very hard to police and relies as I said on people reporting incidents.
