    There is lots of infrastructure that needs to be maintained. The engineers working on them also need to be payed.

    All of this gets done by having the Gold subscription.

    The Free-to-play games is up to the developers if they want to charge gamers before hand or give it for free.

    A free game says only that you dont get to pay to get the game it self. For multiplayer you always need xbox live gold.
