why no game pass option

Kindly inform your friend to confirm if his Xbox game pass is active by signing his account on account.microsoft.com > then go to Services and subscription.

If there is an active Xbox game pass subscription yet your friend is unable to access it, have him sign out on:

Account.microsoft.com

account.xbox.com

Microsoft Store

Xbox application

Then have him re-sign in on the links above then check if he will be able to access the subscription.

Yes, why is there an option to buy when you need pass/subscription to play? You can just buy the game pass and then play game for “free”.

I don't believe Fallout 4 is part of the PC game pass although it is in the console game pass. This would be why you are only given the option to download it on your console.

I know it is not released until May 2nd. Several of my friends on Xbox have said they could preinstall it. That doesn't seem to be an option for me. On top of that, Game pass gives 3 options, all three of which are pay options. It would be nice to have a fourth option that says "game pass" on it and gives some feedback as to why I can't pre-install on PC.

Seems like it's not asking you for a Game Pass but it's asking you to subscribe to an Xbox Live Gold subscription, the reason why Xbox Game Pass Ultimate is one of the options is due to the Xbox Live Gold included on the Xbox Game Pass Ultimate.
