You don't know the financial shape of the company, the terms offered by NASCAR for renewal, or other bidders for the license they may have lost to. Typically IP is licensed for 2-5 years, and then the contract is renegotiated

renewing these licenses cost millions of dollars that are unlikely to be realized in new sales when that same money can be put toward the next game. whether your company makes $10 or $10 billion, the people who work for it are still responsible for spending money responsibly

I'm sorry copyright law is one way no matter what you want to be. If you want to use someone else's property you're going to have to pay for it or move out

Microsoft has nothing to do with the NASCAR license they no longer have that required them to delist the games and stop making them. they had to remove them on all platforms because they no longer have the ability to use NASCAR property
