    It is for verification purposes to make sure the information on your Microsoft (MS) account matches with your billing information from paypal.

    This is so that no one can just get ahold of your paypal information and purchase stuff.

    Make sure your region account and physical location match. It is my suggestion for you to use a credit card or pay pal to make the purchase
