Why isn't Xbox downloading?

I'm sorry that you are having problems with your Xbox download, but you can follow these solution steps and tell me if the problem is resolved or if it still persists.

Solution 1. Power cycle your console.
Turn off the console > (hold the power button for 10 seconds) unplug everything from the console > wait 2 minutes and plug everything back in > Turn on the console.

Solution 2. Do you have an external hard drive connected to the console at the moment?

If yes, can you unplug it and turn off the console > (press and hold the power button for 10 seconds) unplug everything from the console > wait 2 minutes and plug everything back in > Power on the console?

Once done, check if the issue persists while the external hard drive is unplugged.

Solution 3. Delete your local save files and persistent storage.
Make sure there are no discs in the disc tray.
Swipe left on the home screen to open the Guide.
Select Settings > All settings.
Choose System > Storage.
Now select Delete local saved games.
Choose Yes to confirm.
Restart your console
Press the Menu key on your controller.
Click Settings, then go to Disc & Blu-Ray.
Select Persistent Storage.
Click Clear persistent storage.

Solution 4. Try performing a soft factory reset without deleting any games or apps.
Press the Xbox button to open the guide.
Select Settings > System > About system > reset and then keep my games and apps.
NOTE: This will remove the profiles from your account; Make sure you remember your account email and password.

If it's released later, then why is Jason available to download but when I go to to download it, it isn't there..

This is a game downloaded from Xbox Marketplace, not a disc.

That's why I'm curious about the "Disc is Unreadable" error, when there isn't a disc involved.

Go to App Store and download free DVD blu player app for free. It's needed to play blu ray. Dunno why it isn't come installed with xbox
