Why isn't the xbox repair orders working?

My xbox constantly fails to turn on. Every time I turn on the power button on the console it lights up for a second then turns off again. I have checked both the power outlet and power cord and they seem to be working fine. It was only three weeks since I last used it and it was working perfectly fine before.

I then tried to find out what the problem was. I contacted an expert and virtual agent and they all advised me to start a repair order. I also tried to call someone but calls are also constantly unavailable.

Could this please be looked into as my warranty will end soon?

Have you tried signing in to https://account.microsoft.com/devices and then check if you can create a repair order from there?

Yes I have used both a different browser (I used google then microsoft edge) and a different device and the same problem has appeared for me again along with the exact same message.
