Why isn't my gamertag changing?

Okay. I guess that answers my questions, no matter how much I dislike the answers. Is there any specific reason as to why changing your gamertag isn't free?

This isn't in my enforcement history though. And I looked through my Xbox reputation and it shows 0 complaints about everything against my account, including gamertag reports. So if I had no reports against my gamertag, why did it get changed?

But if i want change my gamertag i must pay and it isn't me change the gamertag
