Why isn’t my content downloaded?

‪So I recently got this black ops 1 & black ops 2 combo pack. I was overjoyed when I saw that all the dlcs and stuff were ready to install. I played them for a bit yesterday then went to bed. I woke up today and found out that even though it SAYS it’s
all downloaded, the game doesn’t have any of the content. It only has the content from the base game. Why? I tried uninstalling bo2 and reinstalling it, but that just made it so the dlc didn’t appear at all. Why is this happening?

Did the game, when you bought it, say that the dlc was included in the price you paid for it?

Why can’t these apps be prohibited from being put out for people to download? Isn’t there someone who checks the games? Isn’t there any kind of security that goes along with the games being released?

The installation progress is stuck in 0%? Or are you getting an error code?

Thank you for your response.

The download isn’t stuck in the queue, it is applied directly to Minecraft. I go to my content > my worlds and I can see it just sitting there saying ‘downloading’ but doing nothing.

I tried removing my Xbox account, running a power cycle and then reinstalling my account but it’s still not downloading.

I suppose I will have to apply for a refund from the Microsoft Store.
