Why is there an infinite loop in support?

1 - I tried to get some help, clicked on xbox support but the FAQ's don't answer my questions, I needed a live agent.

2 - Clicked on the link for a live agent.

3 - instead of a live agent, I get half a dozen questions that do not answer my question.

4 - It gives me a link to talk to a live person.

5 - Link sends me back to support page with link to a live agent.

6 - return to step 2 and repeat.

This is unacceptable. If it is a problem that there are not staff available or that it is outside office hours, it should go to a separate location that suggests to call back during hours or try again when people are available.

I did manage to get in touch with a live TECHNICAL support person, but could not get any agents online to help with a problem in my account. Even after talking to the Technical support agent, they simply gave me a link that AGAIN sent me back to step 2.
