Pretty much. They're trying to get them out as fast as they can. Until shipping issues and everything else get better, there's no real way to estimate when everything will be readily available.

I have been doing these things. The closest I got to purchasing one was 121 people in front of me that also did not receive it.

It is so frustrating that an entire year has passed, I have spent over 300 hours trying to and over $1,000 on travel to purchase one and still have failed. Can Microsoft please react to their own failure instead of pretending everything is normal?

E.g: A signup list for players who actually use the xbox,1 per account.

There's been a chip shortage that has caused issues with manufacturing as well as shipping issues. If you haven't already, sign up for stock alerts from retailers and follower Twitter accounts that announce when the console is available. It's usually available at least once a week (Amazon had the Halo edition this morning), but they sell out fast.
