Why is the Reputation system so broken?

Honestly i've been with Xbox for 5 years, ive only just started to get a "rep" from playing over watch on Xbox one because of the community inside that game, you get assumed for trolling when picking any character that a certain player does not like
or if it is a off meta hero, personally i would love to be able to find a way to fix my rep but i am clueless, Surely if i was a toxic player i would have gotten a punishment within these 5 years of gaming, but no i join over watch and i get destroyed.

One thing for sure Its not just me in this issue a small percentage of people are suffering because of something that Microsoft chooses not to fix

If anyone can help me out in this situation it would be highly appreciated <3

The reputation system doesn't look too good. I don't know why, but I feel that it's going to be very shallow.

But that's just the reputation system.

The reputation system is broken and completely useless, it's best to just ignore it.

And you missed everything I typed, based on what/how I'm reading it. I'm following the rules. I'm not calling them names in messages or saying any one person in particular is doing the reporting. I'm stating how it's dumb to be
reported for something when nothing was done to warrant the report. Please make what you're trying to say more clear, because the way it's typed out, it's coming across the wrong way.

It's a waste of time to try and "setup" matches with people of alike Rep. Some (meaning Polygon and Kotaku) think this Reputation System somewhat makes Xbox Live practically totalitarian.

I understand trying to keep things friendly, (and honestly, I regret getting myself into this situation. I get frustrated easily and have poor impulse control). If I ever do get out of this, it's definitely lesson learned.
