Why is the reputation message "avoid me" even a thing?

Im just curious what the idea is behind the whole system where someone can get reported so much that they have a message on thier profile page that says "avoid me".....literally every time i meet someone with that on thier profile it is a terrible gameing
experiance, which 90% of the time results in hate messages/hate voice communications/afking/leaveing the game. I just don't get this system....shouldn't they be just banned once they reach the "avoid me" stage? ive yet to encounter some1 with that message
that is trying to"change for the good".

Why i have bad reputation? i don't send offensive message, i don use offensive chat, but i have on xbox live (xbox one) a bad reputation (avoid me), how i can have a good reputation now?

hi my reputation is avoid me all because of this game I can't play fifa or ufc or any other game online because of this use need to sort this out I get my reputation up to needs work then 2 days later is avoid me and haven't even done anything wrong. Why
can my reputation go down all because I'm winning races. Of course sometimes theres bumping but when 24 Cars in a race you can't avoid everyone at the start

 

I thought those with avoid me reputations were only supposed to be put in games with others of that reputation.

If that's not the case then the reputation system might as well be discontinued

 

i don't think that is the case, as i don't get people with that message on thier profiles THAT often, i was more or less pointing out that WHEN i do get one, 9/10 times they are very toxic. just based on how they are playing/acting i can almost 100% predict
they will have that message on thier profile.

 

I have only come across one profile that says avoid me and after 2 years I still can't figure out why? The rep system is broken. You can report someone without cause and the next day they are banned. I tested it with another player
and they were banned. Temp of course. But the guy has never played any game except with me. I made another account reported him and bam just like that he was banned. The system is broken and they are not interested in fixing it. I don't think they know how.
