Why is the download speed on Xbox PC so slow?

I found a solution from a previous thread. The thread is here.

Just go to your settings menu and look up Delivery Optimization and Advanced Settings

• Once here select the 2nd option of "Percentage of measured bandwidth..."
  
• Set your download and upload options to your desired percentage
  
• Restart your computer to make sure settings take effect
  

And that should do it

Thank you for the tips, I do note that these tips are for a actual Xbox whereas I use PC Xbox App. So definitely no games running. My brother uses actual Xbox in our house and his speeds are fine, over 30 mb/s it only seems to be the PC Xbox app that is slow at downloading (as noted I download games from Steam on same PC and speed is fine). Any recommendations?

The biggest culprit tends to be that games are running in your background and taking up system resources, causing your downloads to be much slower than they should be.

I would recommend following the steps in that article and see if it helps.

I'm kinda confused about forwarding the ports. For the ip, do I put my pc IP or my xbox IP? Also Im getting 50 down and 10 up on my pc. Why am I getting such slow download speeds on my xbox?
