Why is my xbox store locked?

There are two possible reasons for this.

1. You have an amount owing on your account and must pay it before you can purchase or add anything to your account. You'll need to call phone support for more assistance with this (1-800-469-9269 in North America)

2. Your account is underage and the parental account has locked out the ability to purchase items. The parental account will need to log into the link below to allow you to make purchases.

I bought the console from EB Games Australia and I bought the game on the xbox store (in Australia).

Why would a digital download from the xbox store be region locked?

So why have they only locked me from Xbox purchasing. I continue to purchase with the same account and cards via the Windows 8 store. I phoned and talked to them for two hours about this. They stated that the only reason they locked my account was because
I bought too much content. They said my cards are fine and my account is fine. They just chose to lock it because I purchased too much!

If I switch to Switzerland store, would I be able to download it? I don't think it's on the Xbox live store yet which is maybe why it's locked? As I can buy the actual dvd from the store but I prefer to get only digital...

What bothers me is that these indie games are available on the Windows Phone 8 store (In Ireland). Why they are still locked out on Xbox 360, I do not know.
