Why is my DLC Lightfall bugging out for destiny 2?

We need to validate the status of your DLC first by signing in to https://account.microsoft.com/billing/orders, and if the status is "Canceled" it means that Microsoft was not able to get the charge for the DLC.

According to Xbox support:

"All pre-orders typically charge customers 10 days before the game release date. This means that you'll need to have a valid payment option on your account at least 10 days before a game release to avoid any billing issues. After a charge on your account has failed for a pre-order, there will be another attempt at a charge a few days later. If that second attempt fails to successfully charge, your pre-order will be canceled, and you'll need to repurchase the desired game again after you have added a valid payment option to your account."

I’m sorry but for refund concerns there is a dedicated team that handles them which is the refund team. You can try to request a refund by signing in to https://account.microsoft.com/billing/orders and then copy the order number. Once you have it simply go to the refund webform link here:

Please sign in to https://account.microsoft.com/billing/orders, from there check if you can see the game order stated as “completed”, once confirmed we may need to remove and re-add your account to re-sync the license.

“ REMOVE ACCOUNT​​​

2. Select System > Settings > Account > Remove accounts. ​​​

3. Select the account that you want to remove, and then select Remove to confirm. ​​​

4. When you're finished, select Close. ​​​

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

5. Follow the steps to configure your Sign-In & Security preferences to add your Microsoft account to your Xbox console.​​​“

Sorry to hear about the issue. May I know first from which country or region are you located?

Please confirm if your purchases for the said game or add-ons are in completed status via https://account.microsoft.com/billing/orders. Check if it's linked to the right Xbox profile by checking the gamertag on https://account.xbox.com/Profile

You could try to reinstall them via the Xbox app on mobile if there's an option to install it to his Xbox console. Make sure that his remote features on the console is enabled.

Press the Xbox button on your controller to open the guide.
Go to Profile & system > Settings > Devices & connections > Remote features.
Select the Enable remote features checkbox.
Under Power options, select Sleep.
